[Linux/macOS] FNA Update, Data Desync Fix

A minor update was made to the Linux/macOS versions of Streets of Rage 4 today, with two changes:

- Update to FNA 21.12, mostly a Vulkan and SDL update
- A possible integrity issue was found in the last version's "bigfile", which could lead to multiplayer desyncs with the Windows version. The data should now be identical on all three operating systems. The hope is that this will fix Chinatown specifically.
