[Linux/macOS] FNA Update

A minor update was made to the Linux/macOS versions of Streets of Rage 4 today, to update to FNA 21.10. No other changes were made to the game in any way.

This update is mostly to work around an OpenGL driver bug for the Steam Deck, but it does carry some minor Vulkan improvements along with it. Unless you're on RDNA2 hardware this update should be virtually identical to the last.
