Non-core provinces contribute 10% of their recruitable population instead of 5%, and the top three mobilisation steps gather manpower faster.

Fixes
Sending volunteers to allies is now possible.
Lifting an embargo now reaches puppets on both sides, and forming an alliance lifts the embargo between the two countries.
Chat no longer swallows clicks on the army assignment buttons, and clicking the chat bar focuses it.
Picking spectate in a running game moves you into it instead of leaving you on the selection screen.
A country held for the player who took it after you can no longer be pulled back from them.
