Added a new diplomatic action: Incorporate Vassal.

Spend Gold to begin incorporating your vassal.
Provinces will be annexed gradually as long as relations remain favorable.

Features:

Added a new Incorporate Vassal button in the diplomacy menu.
Vassals can be incorporated over time.
Requires positive relations with the vassal.
Requires a Gold payment to start the process.
Provinces are gradually incorporated during the integration process.
