Hotfix 45121

As most of you know, you had to revert the previous update due to some issues with maintenance costs. This hotfix includes some of the safer fixes from that patch, in addition to fixing obsidian rocks doing collision damage.

Performance & Backend

Added modlist check to improve server start speed

Gameplay & Balance

Rebalanced grapples
Reduced quality contribution to grapples
Adjusted quality scaling for armor
Balanced fiber gloves, rupu fiber gloves, and triple stitch boots
Reduced sand HP from 500 to 200
Reduced Papak aggro distance
Moved sand armor to reinforced category
Fixed have two rawbone mauls with wrong stats

Bug Fixes & Improvements

Fixed edge weapon collisions
Fixed asteroid harvestable actor replicating incorrect location
Fixed fast grapple stretching too far
Fixed obsidian rocks dealing unintended collision damage to walkers

World & Building

Added no-build radius to parkour areas
