Hotfix for some early issues that have been found with the Challenge Creator.

Bug Fixes

Fixed issue that could cause a hang with 100% penetration weapons.
Fixed invalid cards sometimes being offered in supply crates.
Fixed some issues that can occur after deleting challenges on the Workshop.
Fixed challenge duplication keeping a reference to the original challenge's Workshop item.
Fixed changing region while a search is ongoing in the lobby browser not returning results with the new region applied.
Fixed create/update workshop modals allowing users to close them while processing requests to steam
