Patch #10 - Hotfix

Hi all, just a quick hotfix patch for today to address a few small bugs introduced in Patch #9.

Patch notes:

Fixed issue with C.O.T.A.C signal not triggering in Apartments bathroom
Fixed issue with motion blur being enabled in initial crash location
Increased maximum third person camera sensitivity by 2x - Camera sensitivity slider in Options
Removed footstep controller rumble

This should address the issues reported since Patch #9, as always please let me know in the Steam discussions forum if you experience any other issues.
