本作是角色扮演系列单机游戏《幻想三国志》的第二部。本作故事约发生在一代10年前左右，时值公元196年。董卓旧部李傕、郭氾势力被灭，曹操迁献帝于许都。玩家将扮演主角楚歌——一个立志成为天下第一有钱人的穷困少年，从当时为马腾势力的西凉召德村中，展开一段乱世中的冒险。
