BUG FIXES + UI CHANGES

Fixed game controllers being added twice to the Pilot Select menu
Fixed a rare freeze on the Pilot Select screen when all six slots are filled
Added additional info to the FPS Limiter setting in the Video options menu
Updated SDL to 2.30.1
