The Council of Hanwell was originally designed as a lower cost more accessible version of Welcome to Hanwell, for people who wanted to play the story, but didn't want to the open world extras.

Given the decision to make Welcome to Hanwell free as soon as possible. It makes no sense to keep selling it.

The change will take effect as soon as Valve actions my request.
