Thanks for your patience on this update, we've made some significant changes to the water system based on your feedback. Thanks also to everyone who helped test during the beta.
Aqueduct Distribution System Revamp
We got a lot of feedback that it was difficult to fully supply a large city due to the way aqueducts distributed water, they would always split equally even if the requirements downstream didn't need the water. The aqueducts now only provide the water required by their consumers at the end points, so water is distributed more intelligently across the whole system. This often has the effect on old saves of 'increasing' supply since much less is wasted.

You can also use the new priority system to mark towers and bath reservoirs that should receive water first in limited water situations.
New Building: Water Outlet
Now you can take water from aqueducts and direct it back on to the ground, which should help make irrigation a little easier. You can control the desired amount of water the water outlet releases.

Water Tower and Aqueduct UI Improvements
We have improved the Water Tower UI to show what buildings are consuming water and how much, as well as little flow arrows that display in-world at the inputs and outputs of the tower to show how much water is entering and exiting. We've also extended this to the bathhouse UI.

The Aqueduct UI also got a bit of a facelift. The new graph scales to be readable at any throughput and we're also showing capacity and total utilization. The max capacity for aqueducts is now enforced so when an aqueduct reaches 100% utilization it will start to become a bottleneck for aqueduct systems downstream. That can mean it's time to plan additional aqueducts from a water source to support your growing water needs.

Tap the Side of Dams
Another common request was being able to adjust the height of a river tap, specifically so you could pull water from the bottom of a reservoir. So we've added the ability to place water taps on the sides of dam walls at a height of your choosing.

Other Improvements
Destroying a water tower will not destroy the connected aqueduct, and instead you can build off it
Allow placing large stockpiles, warehouses, and granaries over the top of smaller ones. All logistics routes and resources will be transferred over.
Terrain editing around rocks, cliffs and deposits is now supported
Added option to adjust amount of rivers during map generation
Added a 'Continue' option to the main menu
Added quick save and quick load (F5 and F6)
Terrain projects can edit ground under roads
Wood bridges can be converted to stone by building over the top of them (rather than destroying them)
Tuned down happiness debuff for cemeteries and columbariums
Tuned water consumption on small and large fountains
Made the error for not being able to afford a dam or terrain project much more obvious
Split 'Build for Free' and 'Build Immediately' into separate creative mode settings
Fixes
Fixed terrain flattening projects generated by construction persisting after building is deleted
Fixed aqueduct worker count exceeding total after load
Fixed spillways leaking on load
