Wheel Propulsion Override
Following player feedback, we found that the recent Wheel Propulsion Override change affected some existing mech builds.
We have reverted the change for now while we work on a more robust solution that improves the behavior without disrupting existing constructs.

Fixed the "Fuel low!" Jetpack voice message triggering before bottles could refuel by allowing bottles to refuel sooner.
- Fixed stations with subgrids becoming offset when attached or after world reload.
- They no longer move further, but affected bases need to be restored from a 209 backup or repositioned using Scenario Edit tools in singleplayer (2xF11 and move the bases through translation).
- Turn off damage in Alt+F10>Global permissions before attempting to move the base using the Scenario edit tools

- Fixed Flat Collector side-conveyors not working due to incorrect dummy names.
- Reverted the Wheel Propulsion Override change to restore consistent behavior for existing constructs with or without a control block.
