A few Localization and crosshair improvements.

Localization improvements:

some new message / tutorial missions text has been localized
Fix for some missing Chinese and Japanese character
Chinese and Japanese outline font look was improved.

Crosshair wheel improvements:

Repair tool now uses the crosshair hold-wheel ring for brick health, with hull repair progress messages.
Crosshair hold-wheel reworked
