Fixed an issue where the hotfix file for the Japanese 356mm41st Year Type w as not pushed/deployed.

Damage Value Adjustments

The global damage modifier for Artillery HE (High Explosive) shells has been adjusted to match version 1.42.
The global damage modifier for Artillery AP (Armor-Piercing) shells has been adjusted to be lower than in version 1.42. However, armor resistance against AP shells has been reduced, meaning the overall damage efficiency may actually be higher than in version 1.42.
