Fixed an issue where naval guns with a caliber below 100mm could not be used properly.
Reduced the blast radius of shells.

Reduced the contribution of module HP to the ship's overall HP pool.
Adjusted the Armor Piercing (AP) modifier from 1 to 0.9. Certain parts have AP modifiers of 0.7, 0.8, 0.85, and 1.
Applied the correct shell weights for Italian weapons.
Fixed an issue where heavy HE aerial bombs dealt excessively high damage.
Fixed a bug in the Misc tool where penetration data was not displaying after the AP modifier was applied.
Fixed a bug in the Misc tool where the extra missile information button was hidden.
Fixed an issue where the Japanese 356mm 41st year type gun could not be used.
Temporarily rolled back the dedicated velocity decay curves for certain guns to resolve abnormal velocity drop-off issues.
Known Issues:
There is an anomaly with the fuses on aircraft Armor Piercing (AP) bombs. Because the fuse activation threshold is currently higher than the bomb's penetration capability, AP bombs essentially act as solid kinetic slugs for now.
In certain scenarios, the AI fails to spot targets and fire normally.
