Updated the water visuals to something a bit more stylized and more performant

Vehicle animations have once again been updated to add more fluid motion while driving
First person driving camera is now attached to the vehicle
First person driving camera raised a bit to have a better view of the road ahead
Adjustments to vehicle power overall
Respawn points on map adjusted to show if they're on cooldown or blocked
Splint no longer repairs destroyed limbs (Use a Surgical Kit)
Surgical Kit now heals to 5 instead of 1 hitpoint after surgery
Surgical Kit now fixes fracture
Bug Fixes
Guns left behind from errant raiders will no longer remain in world floating ominously
Vehicles should be able to reverse up much steeper inclines now
Highlight around objects no longer draws through your player character
Fixed hand placement on Mini 14
Fixed model issue on Mini 14
Note - This is a smaller update mainly to fix some fairly annoying bugs, and I decided to push what I had mostly finished up with it. Larger update with a good bit of new stuff (collectibles, cars, more vehicle changes, etc) should be launching in about two weeks.
