Tweaks

Made scenario stabilization a little harder
Taught countries to maintain slightly larger standing armies
Re-prioritized disbanding troops to avoid disbanding veteran units
Fixed some bugs with donating to extinct nation

Added CONQUER, a fairly easy scenario where you steamroll seven bots
Added DIVIDED, a difficult scenario where a land war is made more difficult by your geography
