[beta] Unstable Patch Release 0.10.13.1 — Endless Sky News

This is a patch for the recent unstable release, mainly reverting a feature that introduced some major bugs to mission NPCs.
Here are the fixes and improvements included here:

Removed NPC travel instructions. This fixes issues with some ships sometimes behaving incorrectly, and some mission NPCs starting in the wrong system.
Invalid systems will no longer be included in the "neighbors" lists of other systems.
Fixed overlaps of some elements on the map panel at particular resolutions.
"FW Bounty 1" now includes its destination in its description.
Caching in CI/CD now only relies on actions/cache.
Added a CMake preset for armv7.

This release does not require any updates to the high-DPI plugin beyond v0.10.13.
